Hilary Thibodeau

Brown School, Social Work PhD

Hilary is interested in the intersection of housing/homelessness and harm reduction/drug policy with particular attention how these two policy domains perpetuate racial disparities in the US. Specifically, her work examines the impact of homelessness prevention, harm reduction access, and substance decriminalization strategies for people who use substances. Viewing housing and drug policy as two primary drivers of historical and present structural racism in the US, Hilary is focused on applied and policy research via community -based, anti-oppressive, and liberatory approaches.
